## Comparison basis

Decision: Issue 006 movement remains stated against Issue 004, the previous published issue.

Basis: Issue 005 is preserved as a sealed release-candidate artifact from the interrupted cycle. Amendment A1 requires a fresh Issue 006 evidence baseline and the working capture ledger explicitly directs the public movement comparison to Issue 004.

## E022 Atlas Cloud

Decision: accept the exact 2.95 USD per GPU-hour public list price.

Basis: the captured pricing card is a public rate surface and displays no account-specific, negotiated, credit-adjusted or contract price. Account-state UI is excluded from public evidence.

## E023 RunPod

Decision: accept Secure Cloud on-demand H100 SXM at 2.99 USD per GPU-hour under the per-issue F009 marketplace exception.

Basis: Secure Cloud is the established flagship fixed-rate tier. Community Cloud at 2.69 USD per hour is host-variable and supplementary only.

## E025 Paperspace

Decision: accept the official DigitalOcean documentation rate of 5.95 USD per GPU-hour.

Basis: the marketing surface states that 2.24 USD per hour is a three-year commitment rate and that the on-demand H100 price is 5.95 USD per hour. Promotional watch remains active because the marketing footnote calls the on-demand rate a special promotion without publishing an expiry.

## Movement acknowledgement

Since the previous published issue, Issue 004, Hyperstack moved from 2.40 to 3.20 USD per GPU-hour without changing the Tier 2 median. RunPod moved from 3.29 to 2.99 USD per GPU-hour and lowered the Tier 3 median from 4.62 to 4.47. Hyperstack's 3.20 rate was already present in the sealed Issue 005 release-candidate record.

## Price Floor correction

The locked formula is the median of the lowest ceil(N times 0.25) headline rates. For Issue 006, N=15 and K=4; the bottom four are 2.69, 2.95, 2.99 and 3.20, producing 2.97. The earlier site candidate's 3.02 Tier 2 mean is rejected.
