## Two-Track Capture Cadence

## 1. What this amendment changes

Amendment A1 as originally sealed treated an interruption of the weekly cycle as forcing a full 27-provider fresh sweep before the next issue. A1-R1 replaces that single-track rule with a two-track cadence.

### Track 1, full sweep, monthly

A complete fresh capture of all 27 panel providers, priced and excluded, runs on a monthly clock, due on or about 30 days after the last sealed full sweep. The full sweep re-verifies every exclusion and refreshes every baseline.

### Track 2, priced capture, weekly or biweekly

Between full sweeps, issues run on priced-only captures: fresh observation of every provider that was priced in the most recent sealed full sweep, or priced in a later sealed issue. Excluded providers are not recaptured in Track 2.

### Skip rule

A skipped weekly or biweekly slot no longer triggers a full sweep. The full sweep runs on its own monthly clock regardless of how many Track 2 slots were skipped. Skipped slots are disclosed in the next issue's movement-basis statement.

## 2. Track 2 carry-forward and disclosure

1. Excluded providers carry their dispositions from the most recent sealed full sweep, on the strength of that seal. No fresh baseline is created for them in a Track 2 issue.
2. Every Track 2 issue discloses that excluded rows are carried, cites the full-sweep date, and states when the next full re-verification is due.
3. Movement in a Track 2 issue is stated against the most recent sealed issue. Skipped scheduled slots are disclosed.
4. If a carried-excluded provider is newly found to publish a public rate during a Track 2 capture, it is flagged for editor review and may be captured out-of-track. The flag-not-filter principle governs.
5. Issue numbering and issue-numbered business gates follow the issue sequence, not the calendar.

## 3. Application to Issue 007

- Last full sweep: Issue 006, sealed July 21, 2026.
- Issue 007: Track 2 priced capture executed August 10, 2026, 15 priced targets.
- Scheduled slots July 27 and August 3 were skipped and are disclosed in Issue 007.
- Next full sweep due on or about August 21, 2026.

## 4. Unchanged methodology

The inclusion gate, source hierarchy, anchor definition, precision rules, logged-out rule, core formulas, and other provisions of Methodology v1.1 and A1 remain unchanged except where A1-R1 expressly revises cadence. Track 2 tier medians are computed from fresh priced observations only. Carried entries are exclusions only.
