SVCI Issue 005 reviews all twenty-seven headline-panel providers. Sixteen published comparable fixed public H100 SXM 80GB rates that cleared the inclusion gate. Eleven were captured and excluded because the public surface was a floor, marketplace, aggregator, sales gate, quote-only flow, or incompatible product mode.
The headline display returned to 100.0. Tier 2 public-price coverage improved to ten of eighteen providers, and the Tier 2 median moved from $3.85 to $3.55. Tier 1 and Tier 3 medians were unchanged.

The Tier 2 median moved down because Hyperbolic entered the comparable public-rate set at $1.39, while Hyperstack's dedicated pricing-page rate settled at $3.20. The Tier 2 set expanded from nine to ten priced observations.
The movement is not a broad hyperscaler price change. Tier 1 held at 10.53065, Tier 3 held at 4.62, and the headline display moved because the Tier 2 median returned to the locked base median.

Tier 3 remains a two-of-five fixed-rate observation. RunPod and Paperspace enter the tier median by explicit T3 approval. Vast.ai, TensorDock, and Shadeform do not because dynamic marketplace rates, host-varying floors, and aggregator pass-through prices are not comparable fixed provider rates. The 0.10 weight remains locked.
